Okay, so out of nowhere I got this idea for how I could develop Hiraishin in-character. (Some people are unfamiliar with the Japenese name, so what I'm referring to is Minato's Flying Thunder God technique.) The idea is very simply for my Genin character, Inu, to begin experimenting with jutsu-shiki as way to perform techniques without the use of hand seals. The first technique that he tries this with is Kawirimi no Jutsu, which leads to the accidental creation of a space-time technique, which will eventually lead to the creation of Hiraishin. (The idea is that his mark will be similar to Minato's, where it uses the "Shunshin"/"Shunshin no Jutsu" formula.)
Here is an example of the first technique in the series (not sure if the chakra cost is too high for a C-rank, but I'll get into this, peripherally, in a bit):

He created it after a bout with his sensei, Kaname, in which he lamented the necessity for hand seals, even (and also namely) for simple techniques such as Kawarimi no Jutsu.
After reading and researching for a way to somehow circumvent this necessity, Inu accidentally created the space-time technique, Quick-Step, allowing him to instantly switch places with any object that he "tags" with the "body replacement" ("変わり身") technique-formula; the switch occurring so quickly that it can fool dōjutsu through the optical illusion of a successful strike. While extremely useful, the techniques does drain much more chakra than the normal C-rank,; however, the trade-off is that it does not require much chakra control. Also, depending on how far Inu is from the object, as well as the object's size, additional chakra costs will apply.
As far as how to balance Hiraishin, in the canon it was shown that use of the technique requires such a large reservoir of chakra that three Jōnin had to collaborate in order to make use it. (Minato, of course, had a large enough reserve to learn Sage Mode, and Tobirama was Tobirama, brother of Hashirama, sworn nemesis to Madara, slayer of Izuna; who wielded the Mangekyō Sharingan, and was brother to Madara, fellow wielder of the Mangekyō Sharingan.) My point is, all silliness aside, that it would take a very large reservoir of chakra to spam the technique as much as Minato and Tobirama did.
Moreover, as Red is the only staff remember who has seen me fight, I had the idea to add an rp sample to the appeal as an add-on to the solution to the balance issue. The sample is actually very relevant since I rp Kakashi in it, and his Sharingan (which is said to be extremely taxing) is active for the entire fight; so I think it'll give the staff a sense of how I personally balance characters as a writer. Granted, there are maybe one or two posts missing, since the thread was a copy-and-paste from a site that predated the one that I'm linking to.
