Shinobi Organizational System
To run their villages effectively, the village leaders have established a system of work that consists of certain jobs. These jobs operate in such a way that maximum efficiency can be achieved. They range from areas such as teaching to working in the shadows on covert missions. Of course, there are certain jobs that are unique to certain villages; however, there are common jobs between each that will be documented here. This thread's purpose is so you, the members, can better understand these generic jobs, and hopefully, you will gain clarity that will help you better discern where your shinobi should be. If you want information on village specific jobs, you will have to check the individual job threads created by each village leader. The things mentioned here will also be what you use to fill out the 'Positions' section of the Character Template.
Regular Task Force The Regular Task Force serves as the foundation of the Shinobi Organizational System. This is the bulk of a village's forces, and it is the system that is occupied by the following, common ranks: Genin, Chūnin, Tokubetsu Jōnin, Jōnin, and Elite Jōnin. The majority of the missions that a village receives are completed by the Regular Task Force, meaning that it fills a large portion of its village's revenue and is responsible for a large part of its village's reputation. Teachers, Squad Members, Squad Leaders, Medical Shinobi, and other administrative units are sub-units of the Regular Task Force. The only requirement to be apart of this Force is that one be of Genin rank or higher. Squad Memeber The Squad Member makes up the majority of the basic--and arguably most important--unit of the Regular Task Force: a four man squad that consists of three, Genin Squad Members and a Squad Sensei. These Genin have no objective expectations within their unit unlike the Squad Sensei; however, they are expected to learn and grow within this mini-family. This is not a free pass at the Genin rank however as an ineligible Genin is sent right back to the Academy. That being said, the purpose of the Squad Member position is to root out those fit to be shinobi from those who are unfit. Squad Sensei Squad Sensei are known as the Jōnin--and rarely Chūnin or Tokubetsu Jōnin--who have applied and been permitted to lead the Rookie Genin of the next generation. Each village utilizes this position, and it is the most important part of the most basic unit of the Regular Task Force: four man squads that consist of three Genin and a Squad Sensei. The purpose of the Squad Sensei is to serve as a mentor to the Genin that he or she leads. They can be compared to drill sergeants, preparing each newcomer for the military life. As mentors, their purpose is not only to attend to the abilities of their students, but their purpose is also to attend to the mentalities of their students. The epitome of the Squad Sensei therefore is someone who cultivates both the abilities of their students and passes on their village's philosophy. Special Jōnin The third rank is somewhat of an intermediary between the Chūnin rank and the Jōnin rank, and along with the Chūnin, they make up a notable portion of the Regular Task Force--their numbers are less than Chūnin, but significantly higher than Jōnin. They, unlike Jōnin, carry Jōnin aptitude in only one area of specialization. This does not refer to Ninjutsu, Genjutsu, and Taijutsu; rather, it applies to such areas as Assassination, Interrogation, Espionage, Sabotage, Infiltration, Teaching, and etcetera . When you create a SpecialJōnin, you are required to list the area or areas of specialization in which your character is noted for in detail in the history, and the vast majority of your technique list should revolve around that specialty (you can have no more than two, but one should be predominantly better than the other). Contrary to popular belief, Special Jōnin are not frequent squad leaders; rather, they are most frequently subordinates to Jōnin both on and off the battlefield. Medical Teams The Medical Teams, are a special sub-group of the Regular Task Force that consists of Shinobi with healing capabilities, known as Medic Nin. They serve as the support side of the Regular Task Force, working in the background for the most part. They are extremely influential to their villages as they not only heal injured shinobi back to full health, but they also perform extensive and intensive research on new techniques, medicines, diseases, and the human body, and it wouldn't be over-exaggerating to say that they are the reason that village leaders command their ANBU to destroy their bodies if escape is impossible, as the skills of medic nin could very well unlock the secrets of Hiden, Kekkei Genkai, and other such secrets that need not be exposed. However, medic nin are not limited to the medical teams, as there are Combat Medics who go on missions with the Regular Task Force to increase both the success rate of the mission and the survival rate of their comrades. The requirement for being an medic nin is precise chakra control and a high intellect. They are also the force behind their village's hospital. Head Medic The Head Medic of a village is, as the name implies, the leader of the medical teams, and his or her command over this sector of the Regular Task Force has been known to trump the command of the village leader under certain circumstances. Although it is not a requirement for the position, the Head Medic usually has the most spectacular healing techniques ever seen, and they are usually able to heal multiple people at once from long distances. They are responsible for the operations of the medical teams, which can range from training regimes to the protocol in their hospitals. The one who holds this position is required to have a high level on knowledge and experience in both the medical field and the combat field. Though the Head Medic is typically the most dangerous Combat Medic that a village has to offer, they are rarely seen outside of their village's hospital, let alone in the combat zone. Jōnin Hanchō Though the name for this job may differ from village to village, it is indeed a commonality among the Shinobi Villages. The Jōnin whom carries this position is the head of the Regular Task Force, and his command is second only to the leader of the village. He is a representative of his peers as well, and just as important as members of the council when it comes official meetings. That being said, his presence is mandatory at every meeting unless the leader of the village says otherwise. Such a position is not to be given away lightly however, and the Jōnin who holds this position is required to have significant intelligence (most times more than the leader they serve). It is no surprise then that they serve as their leader's most trusted adviser and the go-to tactician. They also have a significant say in who becomes leader if the current leader dies without choosing a successor. In such a case, it is also possible that the one who holds this rank will be the first person considered for the open position of village leader. Elite Jōnin The Elite Jōnin is a honorary rank given to Jōnin who are a cut above everyone else. It is awarded by the village leader, the council, and the Jōnin Captain whenever a Jōnin has displayed highly exceptional aptitude as a Shinobi. A general rule of thumb when asking the difference between an Elite Jōnin and a Jōnin is simply this: the Elite Jōnin rank exists because there can be only one shinobi with the title of "Kage", "Lord", or "Lady" at a time. These Shinobi are very few within the Regular Task Force, and they have the utmost respect from their peers and the highest seniority excluding the Hanchō. When the village leader dies and is unable to name a successor, these few Shinobi are some of the first to be looked at for the position. ANBU The ANBU are a unit of elite Shinobi who perform the 'dirty deeds' of their villages, better known as covert operations. They are set apart from the Regular Task Force, answering only to the the village leader and the ANBU Captain. As they work directly under the village leader, there should be no surprise that they are also hand picked by the village leader (this done either upon request or simply by the village leader noticing one's exceptional abilities) and as such rank and age is disregarded when choosing ANBU. They perform the 'unethical' missions of the Shinobi World,or simply those missions which are too high risk to entrust to the Regular Task Force. These include such things as torture, assassination, infiltration, and even espionage. They are grouped into special squads that are formulated for their specific mission, which ensures the maximum chance of success; this is quite contrary to that of the Regular Task Force in which people sign up for missions on their own. To provide maximum secrecy, the ANBU wear masks and utilize code names so that only the village leaders, council members, and special members of the Regular Task Force who have been given such information know the identities of these Covert Shinobi. ANBU are also the only Shinobi who have the potential to match the Iryō-han in knowledge of the human anatomy.
ANBU Captain As the village leader is a very preoccupied person, there exists a special position for aid. This position is that of the ANBU Captain, a person who serves as the village leader's right hand man when it comes to leading the ANBU. One of his or her responsibilities is to find Shinobi from the Regular Task Force who are worthy of being ANBU and recommend them to the village leader for consideration. Like the Head Medic to the Iryō-han, the ANBU Captain is responsible for organizing the operations of the ANBU, which can range from training regimes to special forms of communication exclusive to the ANBU. He is also an important voice in the council is at every meeting unless the village leader says otherwise. Council Member Another commonality among the Shinobi Villages is the Council. Although the number of council members and the requirements to become a council member may differ from village to village, their purpose is very much the same. The purpose of the council is to act as a source of guidance to their village leaders. They are usually people who have a lot of experience in both warfare and politics, and they utilize this experience to advise their leaders. They have a role as equal as the Jōnin Hachō when it comes to meetings, and they are required to be present at every meeting unless the village leader says otherwise. If a leader dies before they can pick a successor, the council plays a large role in choosing the next leader.
