Summon Rules

Before an animal summoning can be performed, a prospective summoner must first sign a contract with a given species. The contract comes in the form of a scroll, on which the contractor uses their own blood to sign their name and place their fingerprints and once signed it is valid even after the contractors death as long as the contract itself remains intact. After this, they need only offer an additional donation of blood on the hand they signed the contract with, mould their chakra with hand seals and then plant the hand they signed the contract with at the location they wish to summon the creature. The amount of chakra used during the summoning determines how powerful the summoned creature can be. It is possible for a summoner to summon a group of the same contracted animal, as opposed to a single individual.
It should be noted that anyone can summon a contracted animal as long as they have the blood of someone who has made a contract, the seal of the summoned creature and a source of sufficient chakra that the summon will accept. A creature is capable of determining who is attempting to summon it from the chakra used.
1) Summons are allowed to have and utilize jutsu, which are to be registered in the summon application. If you wish to have them learn more jutsu later the summon must learn the jutsu ICly, and you must spend your own experience to purchase it for them.
2) The starting jutsu limits for summons are as follows. It should also be noted that summons have the ability to utilize jutsu without the use of hand seals, as an ability or with training.
E Rank - 0 Jutsu
D Rank - 1 D-Rank
C Rank - 2 D-Rank & 1 C-Rank
B Rank - 2 D-Rank & 1 C-Rank & 1 B-Rank
A Rank - 2 D-Rank & 2 C-Rank & 1 B-Rank & 1 A-Rank
3) The special ability limits for summons are as follows. These abilities may vary to a certain extent. For example, they could have an increased sense of smell, enhanced strength or the ability for some toads to create oil.
E Rank - 1 Ability
D Rank - 1 Ability
C Rank - 2 Abilities
B Rank - 3 Abilities
A Rank - 4 Abilities
4) Generally you are allowed to make any contract that has not been already been made. For example, if someone were to make a Cobra contract, you would still be allowed to make a contract for another snake species like a boa constrictor.
5) Whoever casts the summoning technique in a thread is in charge of npc'ing it. If the person in question begins to ignore the summon's personality to use it to their advantage then anyone involved in the thread is allowed to report it to the staff so the issue may be dealt with.
6) genin at most should only be able to summon a C rank summon though those with higher Chakra levels can sometimes in a pinch summon a B rank
7) Summons are allowed to be bipedal so long as they reaming mostly animal looking, speak, and wear clothing.
