Familiar Rules
Ice Bear here, so your fluffy staffer Vallen has created the Familiar Rules for us. Before we start, Vallen and the staff on NRB have decided to create two sub-categories of Familiars. The first being essentially Wild Animals and the second being animals trained in the arts of a shinobi. The following will explain more.
Wild Animal Familiar: An animal companion that follows a ninja around. Most commonly viewed as an animal friend in some cases these friends have minimal combat abilities. Familiars, unless ninja animals from a clan, are limited to the physiology of the animal. IE Bears have claws that can scar stone, not cut through it. They can be taught to use weapons like swords and kunai, though the process does take longer than it would with ninja animals. As far as Chakra and jutsu go, normal familiars are not combatants equal to their human. (IE: An A ranked Shinobi can only have a C-ranked familiar). They can't use ninjutsu ,genjutsu or Taijutsu. However if taught to use weapons, they can only use "free formed" attacks and is not allowed to use actual Bukijutsu techniques.
Ninja Animal Familiars: Like the Inuzuka's ninken, Ninja animal Familiars are different than normal familiars as they have been trained in the shinobi arts either by a clan or by a shinobi master. As such they are able to utilize limited Taijutsu and Bukijutsu techniques or combination Ninjutsu techniques through the via their master. That being said, the animals are limited to their physiology, as such a bird has no fist, so it wouldn't be able to punch. So "punching" type of Taijutsu techniques couldn't be used by this animal. Secondly, ninja familiars cannot use Ninjutsu or chakra related techniques without using their shinobi master as a medium. An example of this is the Inuzuka's beast man clone or four legs technique. Ninja animals are also not equal to their humans either. Though they are a LOT closer. (IE An A-Ranked Shinobi can have a B-ranked familiar)
